TOR for Consultancy Service: External Expert for Reviewing an Assessment Report on the ACSO Legal and Regulatory Practice
Brief Summary
We are seeking a highly skilled and experienced External Expert to review an assessment report on the ACSO Legal and Regulatory Practice. The successful candidate will provide expert analysis and recommendations to enhance the report’s quality, relevance, and impact. This is a unique opportunity to contribute to the development of ACSO’s legal and regulatory framework and make a meaningful difference in the organization’s operations.
Key Responsibilities
- Conduct a thorough review of the assessment report on ACSO’s Legal and Regulatory Practice, identifying areas of strength and weakness, and providing constructive feedback and recommendations for improvement.
- Analyze the report’s methodology, findings, and conclusions, ensuring that they are sound, well-supported, and aligned with international best practices and Ethiopian laws and regulations.
- Assess the report’s recommendations and propose additional suggestions for enhancing ACSO’s legal and regulatory framework, taking into account the organization’s strategic objectives and operational needs.
- Engage with ACSO staff and stakeholders to discuss the report’s findings and recommendations, and provide guidance on implementation and follow-up actions.
- Prepare a comprehensive review report, summarizing key findings, recommendations, and proposed actions, and presenting these in a clear, concise, and well-structured manner.
Requirements
- Advanced degree in Law (LL.M or PhD) from a reputable Ethiopian or international university, with specialization in a relevant field (e.g., commercial law, regulatory law, human rights law).
- At least 5 years of professional experience in legal practice, research, or consultancy, with a focus on Ethiopian laws and regulations, and international best practices.
- Proven expertise in reviewing and analyzing complex legal and regulatory frameworks, and providing expert advice and recommendations for improvement.
- Excellent analytical, writing, and communication skills, with the ability to present complex information in a clear, concise, and well-structured manner.
- Familiarity with ACSO’s mandate, operations, and strategic objectives, as well as the Ethiopian legal and regulatory environment.
- Fluency in English and Amharic, with excellent writing and presentation skills in both languages.
- Strong interpersonal and stakeholder engagement skills, with the ability to work effectively with diverse groups and individuals.
