Terms of Reference (ToR) to conduct baseline study for RISE Project in Axum, Adwa and Adet

Brief Summary

We are seeking a qualified consultant to conduct a baseline study for the RISE Project in Axum, Adwa, and Adet. The baseline study aims to establish a comprehensive understanding of the current situation, identify key stakeholders, and gather data on indicators that will be used to measure the project’s progress and impact. The consultant will be responsible for designing and implementing the baseline study, collecting and analyzing data, and producing a comprehensive report that will inform the project’s implementation and monitoring and evaluation framework.

Key Responsibilities

• Conduct a desk review of relevant documents, including project proposals, reports, and other materials to gain a thorough understanding of the project’s objectives, scope, and expected outcomes.
• Design a baseline study methodology, including the development of data collection tools, sampling frames, and data analysis plans.
• Collect and analyze data from primary and secondary sources, including household surveys, focus group discussions, key informant interviews, and reviews of existing documents and records.
• Identify and document the project’s stakeholders, including community members, local authorities, and other organizations working in the area.
• Develop a comprehensive baseline report that includes an analysis of the findings, conclusions, and recommendations for the project’s implementation and monitoring and evaluation framework.
• Present the baseline study findings and recommendations to the project team and other stakeholders.

Requirements

• Advanced degree in a relevant field, such as sociology, anthropology, economics, or statistics from a recognized Ethiopian university.
• At least 5 years of experience in conducting baseline studies, research, and evaluations, preferably in the context of development projects.
• Proven expertise in research design, data collection and analysis, and report writing.
• Excellent communication and interpersonal skills, with the ability to work with diverse stakeholders, including community members, local authorities, and project staff.
• Fluency in English and Amharic is required; knowledge of Tigrinya is an advantage.
• Familiarity with the context and culture of the project areas (Axum, Adwa, and Adet) is an asset.
• Experience working with international organizations, NGOs, or government agencies is an advantage.
