Terms of Reference (ToR) for Conducting Terminal Evaluation for Multisectoral protection measure for children, young people and women affected by the conflict and drought in Ethiopia

Brief Summary

We are seeking an experienced consultant to conduct a terminal evaluation of our multisectoral protection measures for children, young people, and women affected by conflict and drought in Ethiopia. The evaluation aims to assess the effectiveness, efficiency, and impact of the project, identify lessons learned, and provide recommendations for future programming. The consultant will work closely with our team to design and implement the evaluation methodology, collect and analyze data, and produce a comprehensive report.

Key Responsibilities

• Develop a detailed evaluation methodology, including data collection tools and a sampling framework, in consultation with our team
• Conduct a desk review of relevant project documents, including the project proposal, progress reports, and monitoring data
• Design and implement data collection methods, including surveys, focus group discussions, and key informant interviews
• Analyze data and identify key findings, lessons learned, and recommendations for future programming
• Produce a comprehensive evaluation report, including an executive summary, introduction, methodology, findings, conclusions, and recommendations
• Present the evaluation findings and recommendations to our team and stakeholders

Requirements

• Advanced degree (Master’s or PhD) in a relevant field, such as social sciences, development studies, or humanitarian assistance
• At least 5 years of experience in conducting evaluations, research, or assessments in the humanitarian or development sector
• Proven expertise in evaluating multisectoral protection programs, particularly those focused on children, young people, and women
• Strong understanding of the Ethiopian context, including the social, economic, and cultural factors that affect vulnerable populations
• Excellent analytical, writing, and presentation skills, with the ability to communicate complex ideas and findings to diverse audiences
• Fluency in English and Amharic, with the ability to communicate effectively with stakeholders at all levels
• Experience working with international organizations, NGOs, or government agencies in Ethiopia is an asset
