Job Title: Consultancy Service for Development of an Integrated Digital Monitoring, Evaluation, Accountability and Learning (MEAL) Management Information System (MIS)

Brief Summary

We are seeking a highly skilled and experienced consultant to develop an integrated digital Monitoring, Evaluation, Accountability and Learning (MEAL) Management Information System (MIS) that will enable our organization to track progress, make data-driven decisions, and enhance accountability and learning. The consultant will work closely with our team to design, develop, and implement a comprehensive MEAL MIS that meets our organization’s needs and aligns with international best practices.

Key Responsibilities

  • Conduct a thorough needs assessment and analysis of our organization’s MEAL requirements and existing systems
  • Design and develop a tailored MEAL MIS that integrates monitoring, evaluation, accountability, and learning components
  • Develop a comprehensive system architecture and technical specifications for the MEAL MIS
  • Collaborate with our team to develop data collection tools, databases, and reporting templates
  • Develop training materials and provide capacity-building support to our staff on the use and maintenance of the MEAL MIS
  • Ensure the MEAL MIS is user-friendly, accessible, and compatible with existing systems and technologies
  • Provide ongoing technical support and maintenance to ensure the MEAL MIS is fully functional and up-to-date

Requirements

  • Advanced degree in a relevant field (e.g., Computer Science, Information Technology, Statistics, or a related field) from a recognized Ethiopian university or a reputable international institution
  • At least 5 years of experience in designing and developing MEAL MIS for international development organizations or similar contexts
  • Proven expertise in database management systems, data analysis, and reporting
  • Strong knowledge of IT project management principles, methodologies, and best practices
  • Experience working with a range of stakeholders, including technical and non-technical teams
  • Excellent communication, interpersonal, and problem-solving skills
  • Fluency in English and Amharic (spoken and written) is required; knowledge of other local languages is an asset
  • Familiarity with Ethiopian laws and regulations related to data protection and privacy is an advantage
