Consultancy for Democratic Governance Evaluation and Regional Index Development

The Center for the Advancement of Rights and Democracy(CARD) is a board -led, non-profit organization registered in Ethiopia under the civil societies Law 1113/2019 with registry number 4307. CARD acquired its legal personality in July 2019.

CARD aspires to see Ethiopia where democratic culture flourishes on human rights values. It has been working with a mission to empower citizens and groups of citizens to ensure their ability to promote and defend human rights and build democratic governance in Ethiopia.

One of Four CARD’s programs is Governance and Democratization. Aiming to do analysis in progress of democratic governance in regional state governments of Ethiopia’s Federation Through consultative workshops in annual democratic governance progress.

Therefore, CARD is seeking a qualified consultant to produce a research and evaluation report on democratic governance and/or democratic governance evaluation. The assignment will use data collected through:

a survey based on eight (8) democratic governance indicators, and
FGDs (Focus Group Discussions) for qualitative evidence.
The consultant will analyze both quantitative and qualitative data and produce a regional index on democratic governance, with findings substantiated using both the survey indicators and FGD results.

Objective of the Assignment

To generate evidence-based conclusions on democratic governance performance at the regional level, by:

analyzing survey results for the eight indicators,
synthesizing FGD findings to explain and validate the survey results, and
computing and interpreting a regional democratic governance index.
Scope of Work / Responsibilities
The consultant will:

2.1. Quantitative Data Analysis

Analyze the survey dataset using the eight (8) indicators.Produce results disaggregated as needed (e.g., by region, and other relevant breakdowns).
Summarize indicator trends and key statistical findings.
2.2 Qualitative Data Analysis (FGDs)

Review and code/summarize FGD notes/transcripts.Identify themes, explanations, and perceptions that support, contextualize, or challenge the quantitative findings.
Extract relevant quotations or paraphrased evidence from FGDs.
2.3 Index Development and Computation

Apply CARD’s DGI methodology for constructing the regional democratic governance index from the eight indicators.Perform the necessary computations/aggregation steps and ensure the index methodology is clearly described.
Produce regional index outputs
2.4 Report Writing and Interpretation

Write a complete report integrating:quantitative analysis results,qualitative FGD synthesis, and
the interpretation of regional index results.
Ensure conclusions are supported by the indicator evidence and substantiated by FGD findings.
2.5 Sharing finding

Present findings to CARD and relevant stakeholders in a clear and professional manner
Respond to feedback and clarify methodological or analytical issues during presentation sessions
2.6 Quality Assurance

Ensure the report is consistent, well-structured, and grounded in the provided data.Present findings in a clear and stakeholder-friendly format
2.7 Confidentiality and Data Protection

Ensure confidentiality of all collected data
Follow ethical standards and data protection protocols
Data and Materials Provided
CARD will provide access to:

Survey dataset containing responses for the eight (8) indicators
FGD reports, notes, recordings, or transcripts
Relevant methodological guidelines (DGI framework)
Deliverables
The consultant will submit:

5.1 Inception/Workplan brief (optional but recommended)

5.2 Draft analytical reports including:

quantitative findings per indicator,qualitative synthesis from FGDs,
methodology and results for the regional index,
preliminary conclusions
