Context
Doyogena Town, located in the Central Ethiopia Region, has experienced increasing demand for safe and reliable water services due to population growth, urban expansion, and rising service requirements. Existing water supply infrastructure has been unable to adequately meet current demand, resulting in intermittent water supply and limited-service coverage.
To address these challenges, Client is supporting the implementation of the Doyogena Town Water Supply and Sanitation Project. The project includes the construction and installation of key water supply infrastructure components such as production facilities, transmission pipelines, storage reservoirs, distribution systems, and associated electromechanical works.
Given the technical complexity and significant investment involved, continuous supervision is required to ensure compliance with approved designs, contractual specifications, quality standards, environmental and social safeguards, and project implementation schedules. Effective supervision will help ensure timely project completion and successful delivery of sustainable water services to the population of Doyogena Town.
Client is expected to commence implementing the KOICA-funded WASH project in the Central Ethiopia Region (CER) soon. Successful implementation will require regular coordination with government stakeholders, including the health and education sectors, as well as woreda administrations. The position will also provide technical support, as needed, to other regions covered by the Client Field Office. This role is particularly important given the limited WASH staffing capacity, which makes it challenging to adequately oversee and support and interventions across the three regions.
Client is recruiting a Supervising Engineer (Individual Consultant) through a third-party arrangement to provide oversight for the WASH projects with a focus on Doyogena and Bule water supply and sanitation Projects. The consultant will supervise the construction and installation of critical water supply and sanitation infrastructure, ensuring that all work is completed to the required standards and that the system is successfully tested and commissioned. The role includes providing effective coordination, implementation support, and quality assurance to facilitate timely project delivery. Additionally, the consultant
will ensure adherence to approved designs, technical specifications, contractual requirements, quality standards, environmental and social safeguards, and agreed project schedules.
Justification
The Doyogena Town Water Supply and Sanitation Project represent a major investment by Client and is a key initiative for improving access to safe and sustainable water and sanitation services. Alongside this, Client is implementing the Bule Water Supply Project in the Southern Ethiopia Region and will soon commence the KOICA-funded WASH Project in the Central Ethiopia Region (CER). Given the scale, complexity, and strategic importance of these projects, dedicated technical oversight is essential to ensure quality implementation, safeguard investments, ensure value for money, mitigate risks, and support the timely and sustainable delivery of project outcomes.
To facilitate successful implementation, Client requires a dedicated and experienced supervising engineer to provide full- time on-site oversight of construction activities, monitor adherence to quality standards, and accelerate the completion of remaining works, including testing and commissioning of the system.
Acting as Client’s technical representative, the consultant will ensure that all works are executed in accordance with approved engineering designs, technical specifications, contractual requirements, Client guidelines, and applicable Ethiopian standards. The consultant will also monitor contractor performance, verify completed works, review payment requests, identify implementation challenges, and recommend corrective actions when necessary. In addition, the assignment will strengthen coordination among Client with all related government stakeholders including contractors, consultants, and community stakeholders to support efficient project delivery and successful outcomes.

Description ofthe Assignment
. Construction Supervision & Quality Assurance: –
Supervise all operations on behalf of Client to ensure that the work of the contractors is carried out professionally and in a timely manner and in accordance with the contract documents;
Conduct quality assurance of construction works, installation of electromechanical
equipment, and materials;
Review and submit written certifications for payment requests to the RWB/ Client based on preliminary acceptance of works. Confirmation of works completed should be reviewed with the Construction Coordinator in Shire unless otherwise instructed by him/her. Certifications for payment must be approved by the Construction Coordinator prior to submission to the RWB for Client to effect direct payments;
Conduct physical inspection and testing of material and equipment at the project site and before installation;Approve commissioning procedures and inspection of completed works;
Certify provisional handover of assets and works;
Complete monthly reporting to Client as per formats provided; and other assignments not limited to those above.
Contract & Project Management Support:-
Flag delays, risks, and compliance gaps to Client early.
Participate in contractual meetings, joint site supervisions and monitoring, and draft, share and document meeting minutes and other records.
Monitoring, Data Collection & Reporting:-
Develop and update a monitoring plan for construction supervision considering the
timeframe set for the duration of the work;
Establish and ensure a regular data recording, keeping, and reporting mechanism for the installation, pressure line, and distribution testing.
Support water quality monitoring, pump tests, commissioning, and functionality assessments.
Submit bi-weekly updates, monthly progress reports, quarterly summaries, and a final completion report.
Environmental & Social Safeguard Compliance
Support adherence to Clientenvironmental and social safeguards.
Engage communities and water user committees for sustainability.
Ensure protection, gender inclusion, and conflict-sensitive implementation
