TERMS OF REFERENCE (TOR) Consultancy Services for Developing Disability Inclusion Policy for the Ethiopian Outsourcing Association (EOA)

Brief Summary

The Ethiopian Outsourcing Association (EOA) is seeking a consultant to develop a comprehensive Disability Inclusion Policy that promotes equal opportunities and accessibility for persons with disabilities in the outsourcing industry. The consultant will be responsible for conducting a thorough analysis, stakeholder engagement, and drafting a policy that aligns with international best practices and Ethiopian laws and regulations.

Key Responsibilities

  • Conduct a thorough analysis of the current state of disability inclusion in the outsourcing industry in Ethiopia, including laws, policies, and practices.
  • Engage with stakeholders, including persons with disabilities, outsourcing companies, and government agencies, to gather insights and feedback on the development of the policy.
  • Research and analyze international best practices and standards on disability inclusion, including the United Nations Convention on the Rights of Persons with Disabilities (UNCRPD).
  • Draft a comprehensive Disability Inclusion Policy that outlines the EOA’s commitment to promoting equal opportunities and accessibility for persons with disabilities.
  • Develop a plan for implementing and monitoring the policy, including training and capacity-building programs for EOA members and staff.
  • Present the draft policy to the EOA Board and stakeholders for feedback and approval.

Requirements

  • Advanced degree in a relevant field, such as law, social sciences, or disability studies, from a recognized Ethiopian or international university.
  • At least 5 years of experience in developing policies and programs related to disability inclusion, human rights, or social justice.
  • Proven track record of working with stakeholders, including persons with disabilities, government agencies, and private sector companies.
  • Excellent research, analysis, and writing skills, with the ability to draft clear and concise policy documents.
  • Strong communication and presentation skills, with the ability to engage with stakeholders and present complex information in a clear and concise manner.
  • Familiarity with Ethiopian laws and regulations related to disability inclusion, as well as international best practices and standards.
  • Ability to work independently and as part of a team, with a strong commitment to promoting disability inclusion and social justice.
