Terms of Reference for Conducting PDM for Distribution of Dignity Kits in Afar and Benishangul Gumuz Regions
Brief Summary
We are seeking a qualified consultant to conduct a Post-Distribution Monitoring (PDM) exercise for the distribution of dignity kits in Afar and Benishangul Gumuz regions. The consultant will be responsible for assessing the effectiveness and impact of the dignity kit distribution, identifying areas for improvement, and providing recommendations for future programming.
Key Responsibilities
- Design and implement a PDM methodology to assess the effectiveness and impact of dignity kit distribution in Afar and Benishangul Gumuz regions
- Conduct surveys, focus group discussions, and interviews with beneficiaries, local authorities, and other stakeholders to gather data on the distribution and use of dignity kits
- Assess the relevance, adequacy, and effectiveness of the dignity kits in meeting the needs of the target population
- Identify areas for improvement and provide recommendations for future programming, including suggestions for improving the design, distribution, and monitoring of dignity kits
- Develop a comprehensive report detailing the findings, conclusions, and recommendations of the PDM exercise
- Present the findings and recommendations to relevant stakeholders, including local authorities, partner organizations, and donor agencies
Requirements
- Advanced degree in a relevant field, such as public health, social sciences, or development studies, from a recognized Ethiopian university or a foreign university accredited by the Ethiopian Ministry of Education
- At least 5 years of experience in conducting research, monitoring, and evaluation exercises, preferably in the context of humanitarian response or development programming
- Proven expertise in designing and implementing survey methodologies, data analysis, and report writing
- Excellent communication and interpersonal skills, with the ability to work effectively with diverse stakeholders, including local authorities, partner organizations, and beneficiary communities
- Fluency in English and Amharic is required; knowledge of local languages spoken in Afar and Benishangul Gumuz regions is an asset
- Experience working in Afar and Benishangul Gumuz regions or similar contexts is an advantage
- Familiarity with the principles and guidelines of humanitarian response, including the Core Humanitarian Standard and the SPHERE standards
