Terms of Reference (ToR) for the Procurement of Sanitary Pad Dispensing Machine, Sewing Machinery, and Reusable Pad Production Materials

Brief Summary

We are seeking a qualified and experienced procurement expert to manage the procurement of Sanitary Pad Dispensing Machines, Sewing Machinery, and Reusable Pad Production Materials. The successful candidate will be responsible for ensuring that the procurement process is transparent, efficient, and compliant with organizational and regulatory requirements. Key Responsibilities

• Develop and implement a procurement plan for Sanitary Pad Dispensing Machines, Sewing Machinery, and Reusable Pad Production Materials
• Conduct market research and identify potential suppliers of the required materials and equipment
• Prepare and issue Request for Quotations (RFQs) and/or Invitation to Bid (ITB) documents
• Evaluate bids and quotations from suppliers and make recommendations for contract awards
• Negotiate contracts and agreements with selected suppliers
• Ensure that all procurement activities are transparent, efficient, and compliant with organizational and regulatory requirements
• Manage and coordinate the delivery and installation of the procured materials and equipment
• Develop and implement a maintenance and repair plan for the procured equipment

Requirements

• Bachelor’s degree in Procurement, Supply Chain Management, Business Administration, or a related field from a recognized Ethiopian university
• Minimum of 3 years of experience in procurement, supply chain management, or a related field
• Proven experience in managing procurement processes and contracts
• Knowledge of Ethiopian procurement laws and regulations
• Excellent communication, negotiation, and interpersonal skills
• Ability to work independently and as part of a team
• Proficiency in Microsoft Office applications, including Word, Excel, and PowerPoint
• Certification in procurement or supply chain management, such as CIPS or CPSM, is an advantage
