Job Description

The Individual

Master’s degree in Monitoring & Evaluation, Statistics, Development Studies, Gender Studies, or a related field
Minimum of 7 years of progressively responsible experience in MERL, Program Quality, Data Management, or a similar role within the development or humanitarian sector of which at least 3 years in managerial position
Proven experience working with international non-governmental organizations (INGOs), ideally within a country office context, understanding their operational complexities and reporting requirements.
Experience working in fragile, complex, or low-resource settings, ideally in Ethiopia, including navigating security concerns, cultural diversity, and other operational challenges.
Experience in leading or mentoring M&E/Quality teams, supervising staff, and building their technical capacities
Experience across various thematic areas relevant to Plan International (e.g., Protection, SRH, education, WASH, health, livelihoods) is highly beneficial.
Experience in the NGO Sector with strong experience – at least 5 years in managing development humanitarian, and resilience programmes in the INGO sector in a complex environment
A genuine commitment to Plan International’s mission, values, and a deep understanding of child rights and gender equality, driving an ethical and impactful approach to work.
Experience in strong command of data analysis software and tools (e.g., Excel, SPSS, Power BI, DHIS2)
Solid understanding of evaluation methodologies and research ethics.
Experience developing and implementing M&E systems.
In-depth knowledge of safeguarding and gender equality best practices.
Excellent written and verbal communication skills in English. Including exceptional presentation and communication skills

Safeguarding Children and Young People (Safeguarding) and Gender Equality and Inclusion (GEI)

Understands and puts into practice the responsibilities under Safeguarding and GEI policies and Plan International’s Code of Conduct (CoC), ensuring that concerns are reported and managed in accordance with the appropriate procedures.
Ensures that the team members under supervision are properly inducted on and understands their role in upholding Plan International’s safeguarding and GEI policies;
Ensures that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in day-to-day work.
Ensures that Plan Ethiopia contributes to Plan International’s global efforts to ensure safeguarding and GEI, including making sure that relevant reporting and data are submitted.
