MEL Officer

Brief Summary

We are seeking a highly skilled and experienced MEL (Monitoring, Evaluation, and Learning) Officer to join our team. The successful candidate will be responsible for designing and implementing effective monitoring, evaluation, and learning systems to track project progress, outcomes, and impact. The MEL Officer will work closely with project teams to ensure that data collection, analysis, and reporting meet the highest standards of quality and integrity.

Key Responsibilities

• Develop and implement comprehensive MEL plans and systems to track project performance and progress towards desired outcomes and impact
• Design and implement data collection tools, including surveys, interviews, focus groups, and observations
• Develop and maintain databases to store and manage MEL data, ensuring data quality, accuracy, and security
• Analyze and interpret MEL data, identifying trends, patterns, and areas for improvement
• Prepare and submit regular MEL reports to project stakeholders, including donors, government agencies, and internal teams
• Collaborate with project teams to develop and implement learning agendas, identifying areas for research and investigation
• Facilitate training and capacity-building activities to enhance MEL skills and knowledge among project staff and partners

Requirements

• Bachelor’s degree in a relevant field, such as statistics, economics, sociology, or international development, from a recognized Ethiopian university
• At least 3 years of experience in MEL, research, or a related field, with a focus on international development or humanitarian projects
• Strong knowledge of MEL principles, methods, and tools, including data analysis and statistical software (e.g., SPSS, STATA, R)
• Excellent analytical, problem-solving, and communication skills, with the ability to work effectively with diverse stakeholders
• Fluency in English, with strong writing and reporting skills, and proficiency in Amharic or other local languages an asset
• Familiarity with Ethiopian development context, including government policies and regulations, and international development frameworks and standards
• Ability to work in a fast-paced environment, with a strong attention to detail and ability to meet deadlines
