INVITATION TO BID: Baseline Assessment and MEAL System Development for Yayu Coffee Forest Biosphere Reserve Project

Brief Summary

We are seeking a qualified and experienced consultant to conduct a baseline assessment and develop a Monitoring, Evaluation, Accountability, and Learning (MEAL) system for the Yayu Coffee Forest Biosphere Reserve Project. The successful bidder will be responsible for assessing the current situation, identifying key indicators, and developing a comprehensive MEAL system to track progress and inform project decisions.

Key Responsibilities

  • Conduct a comprehensive baseline assessment to establish a reference point for project indicators
  • Develop a MEAL system that aligns with the project’s goals, objectives, and outcomes
  • Identify and develop key performance indicators (KPIs) to track project progress
  • Design and implement a data collection and management system
  • Develop a learning and accountability framework to ensure that lessons learned are integrated into project decision-making
  • Provide training and capacity-building support to project staff on MEAL system implementation and use
  • Develop a comprehensive report detailing baseline assessment findings and MEAL system recommendations

Requirements

  • Advanced degree in a relevant field such as environmental science, sociology, economics, or a related field from a recognized Ethiopian university
  • At least 5 years of experience in MEAL system development, baseline assessments, and project evaluation
  • Proven experience in working with international organizations, NGOs, or government agencies on similar projects
  • Strong analytical and problem-solving skills, with the ability to collect and analyze complex data
  • Excellent written and verbal communication skills in English, with the ability to communicate complex ideas to diverse stakeholders
  • Familiarity with the Ethiopian context and experience working in the country is an asset
  • Ability to work independently and as part of a team, with a strong commitment to delivering high-quality results
