Terms of Reference For Acquisition and Deployment of a Procurement System

Brief Summary

We are seeking a highly skilled professional to lead the acquisition and deployment of a procurement system for our organization. The successful candidate will be responsible for designing and implementing a procurement system that meets our business needs and ensures compliance with relevant laws and regulations. The system should be able to automate procurement processes, improve efficiency, and reduce costs.

Key Responsibilities

• Conduct a thorough needs assessment to identify the requirements of the procurement system
• Develop a detailed specification of the procurement system, including functional and technical requirements
• Research and evaluate potential procurement system vendors
• Lead the procurement process for the acquisition of the procurement system, including the development of RFPs and contracts
• Coordinate the deployment of the procurement system, including training and support for end-users
• Develop and implement a change management plan to ensure a smooth transition to the new procurement system
• Monitor and evaluate the performance of the procurement system and identify areas for improvement

Requirements

• Bachelor’s degree in Procurement, Supply Chain Management, Business Administration, or a related field from a recognized Ethiopian university
• At least 5 years of experience in procurement or a related field, with a proven track record of success in managing procurement systems
• Professional certification in procurement, such as CIPS or CPP, is an advantage
• Strong knowledge of Ethiopian procurement laws and regulations, including the Ethiopian Federal Government Procurement Directive
• Excellent analytical, problem-solving, and communication skills
• Ability to work independently and as part of a team
• Proficiency in Microsoft Office and other relevant software applications
