Job Title: Monitoring, Evaluation and Learning Officer
Brief Summary
We are seeking a highly skilled and experienced Monitoring, Evaluation and Learning (MEL) Officer to join our team. The successful candidate will be responsible for designing and implementing effective monitoring, evaluation, and learning systems to track program performance and impact. The MEL Officer will work closely with program teams to ensure that data collection, analysis, and reporting are aligned with organizational goals and objectives.
Key Responsibilities
- Develop and implement comprehensive MEL plans and frameworks to track program progress and outcomes
- Design and implement data collection tools, including surveys, focus group discussions, and other qualitative and quantitative methods
- Analyze and interpret data, identifying trends, successes, and challenges, and making recommendations for program improvement
- Develop and maintain databases and data management systems to store and analyze MEL data
- Collaborate with program teams to integrate MEL findings into program design, implementation, and decision-making
- Prepare and present MEL reports, including regular progress reports, annual reports, and other ad-hoc reports as required
- Build capacity of program staff in MEL concepts, methods, and tools
- Represent the organization in external MEL forums, workshops, and conferences
Requirements
- Bachelor’s degree in a relevant field, such as Statistics, Economics, Sociology, or a related field from a recognized Ethiopian university
- At least 3 years of experience in MEL, research, or a related field, preferably in an international development organization
- Proven experience in designing and implementing MEL systems, data analysis, and reporting
- Strong knowledge of MEL concepts, methods, and tools, including data management and analysis software
- Excellent analytical, problem-solving, and communication skills
- Fluency in English and Amharic, with ability to communicate effectively in a multicultural environment
- Experience with database management, data visualization, and reporting tools, such as SPSS, Stata, Tableau, or Power BI
- Familiarity with Ethiopian development context and trends, with ability to work in a fast-paced environment
