About the Job
Purpose of the Role

The Grant Finance Manager is responsible for managing financial operations, budgeting & accounting. The role ensures accurate, timely, and compliant financial reporting to the Ministry of Finance, EPHI management, and donors, and safeguards the proper use of public and donor funds in accordance with applicable financial laws, regulations, and manuals.

Key Duties and Responsibilities

Financial Management and IFMIS

Oversee the efficient and effective utilization of approved budgets through IFMIS in line with annual plans and approved allocations.
Monitor expenditures against approved budgets to identify under- or over-utilization and take timely corrective actions within financial mandates.
Review, verify, and submit payment transactions for approval in accordance with approved financial procedures and authorization limits.
Ensure that all financial transactions are properly authorized, recorded, and documented within IFMIS.
Maintain the integrity, accuracy, and completeness of financial records and accounting data in IFMIS.
Compile list of VAT expenditure and the submit VAT reimbursement request to MoF.
Compliance and Internal Control

Ensure full compliance with national financial proclamations, regulations, directives, and donor finance manuals.
Establish, implement, and regularly review internal control systems to promote transparency, accountability, and effective financial management.
Ensure compliance with local tax laws, including accurate calculation, deduction, and timely remittance of employee and statutory taxes.
Budget Management

Support budget formulation, revision, and execution processes in accordance with approved financial frameworks.
Monitor budget utilization and prepare monthly budget utilization summaries.
Prepare Budget-versus-Actual (BVA) reports on a monthly and quarterly basis.
Ensure budget availability prior to approving financial commitments, payments, or procurement-related expenditures.
Financial Reporting

Prepare and review monthly financial reports generated through IFMIS and Peachtree to submit them to the Ministry of Finance & Donor in a timely manner.
Review general ledger balances, supporting schedules, and bank reconciliation statements to ensure accuracy and completeness.
Prepare internal financial management reports for EPHI management.
Prepare donor financial reports in line with approved budgets and reporting requirements.
Prepare year-end financial statements and statutory accounts with supporting schedules for audit purposes.
Audit and Assurance

Facilitate internal and external audits by providing complete and accurate financial records and explanations.
Coordinate responses to audit findings and ensure timely implementation of audit recommendations.
Professional Support

Provide technical guidance and advisory support on financial management, risk management, and internal control matters within the finance function.
Support continuous improvement of financial systems, reporting quality, and compliance standards.
About You
Job Requirements

Educational Qualification

PhD/MSc / MA / MBA / BA degree in Accounting and Finance, Management, Business Administration, or related fields.
Work Experience

Minimum of 14 years of relevant experience for first-degree holders or 12 years for postgraduate degree holders.
At least 5 years of hands-on experience with IFMIS or equivalent government financial management systems.
Proven experience in public sector financial management and donor-funded projects is highly desirable.
Skills and Competencies

Strong analytical and financial reporting skills.
High level of accuracy and attention to detail.
Ability to work independently and under pressure.
Excellent written and spoken English.
Strong computer skills, particularly in Microsoft Office applications.
