Terms of Reference (ToR) For Conducting Mid-Term Evaluation of the Waliso Educare Project
Brief Summary
We are seeking a highly experienced and skilled consultant to conduct a mid-term evaluation of the Waliso Educare project. The project aims to improve the quality of education in Waliso, and the mid-term evaluation will assess the project’s progress, identify areas of improvement, and provide recommendations for the remaining project period. The consultant will be responsible for designing and implementing the evaluation methodology, collecting and analyzing data, and producing a comprehensive evaluation report.
Key Responsibilities
- Develop a detailed evaluation methodology and work plan, including data collection tools and sampling strategies
- Conduct a desk review of project documents, including the project proposal, progress reports, and other relevant documents
- Collect and analyze quantitative and qualitative data from various stakeholders, including project staff, beneficiaries, and community members
- Assess the project’s progress against its intended objectives and outcomes, and identify areas of improvement
- Identify and document best practices, challenges, and lessons learned during the project implementation
- Provide recommendations for the project’s remaining period, including suggestions for improving project performance and achieving its intended objectives
- Present the evaluation findings and recommendations to the project stakeholders, including the project management team and donors
Requirements
- Master’s degree in Education, Social Sciences, or a related field from a recognized Ethiopian university
- At least 5 years of experience in conducting evaluations, research, or assessments in the education sector
- Proven experience in designing and implementing evaluation methodologies, including data collection and analysis
- Excellent analytical, writing, and presentation skills, with the ability to produce high-quality evaluation reports
- Strong understanding of the Ethiopian education system and policies, as well as international development frameworks and standards
- Experience working with international organizations, NGOs, or government agencies is an asset
- Fluency in English and Amharic is required, with the ability to communicate effectively with stakeholders at all levels
