TERMS OF REFERENCES (TOR) FOR CONDUCTING MIDTERM PROJECT EVALUATION

Brief Summary

We are seeking a highly skilled and experienced consultant to conduct a midterm project evaluation for our organization. The successful candidate will be responsible for assessing the progress of our project, identifying areas of improvement, and providing recommendations for the remaining project period. The evaluation will focus on the project’s relevance, effectiveness, efficiency, impact, and sustainability.

Key Responsibilities

• Develop a detailed evaluation methodology and work plan in consultation with relevant stakeholders
• Conduct a thorough review of project documents, including the project proposal, log frame, and progress reports
• Collect and analyze data through surveys, interviews, focus group discussions, and observations
• Assess the project’s progress against its intended objectives and outcomes
• Identify areas of strength and weakness, and provide recommendations for improvement
• Develop a comprehensive evaluation report, including an executive summary, introduction, methodology, findings, conclusions, and recommendations
• Present the evaluation findings and recommendations to relevant stakeholders

Requirements

• Advanced degree (Master’s or PhD) in a relevant field, such as project management, evaluation, or social sciences
• At least 5 years of experience in project evaluation, monitoring, and research, preferably in the development sector
• Proven expertise in evaluation methodologies, including qualitative and quantitative data collection and analysis methods
• Excellent report writing and presentation skills
• Strong analytical and problem-solving skills, with the ability to think critically and strategically
• Experience working with international organizations, NGOs, or government agencies in Ethiopia is an asset
• Fluency in English and Amharic is required; knowledge of other local languages is an advantage
• Ability to work independently and as part of a team, with a high degree of professionalism and integrity
