About the Job
\nThe purchase officer carries out the purchases for the programs and structure for his\/her assigned base. He\/she is one of the guarantors for implementing and respecting Solidarit\u00e9s International purchase procedures. He\/she is responsible for filing and archiving logistics documents linked to purchases.<\/p>\n
List of main activities:<\/p>\n

Knowledge and monitoring of the market:<\/p>\n
Take part in the analysis of the local purchasing environment
\nUpdate price lists and supplier files
\nImplementation of purchasing process:<\/p>\n
Receive and process requests for quotes and Procurement Lines (PLs) after verification and approval by his\/her line manager
\nImplement purchases while respecting the rules and approval procedures established by donors and Solidarit\u00e9s International
\nEnsure that products purchased correspond to the requirements of the requester in terms of quantity and quality
\nEnsure that the format of, and information on quotes and invoices comply with regulations
\nEnsure compliance with administrative procedures for the management of advances and payment of suppliers
\nEstablish and archive purchasing files in accordance with the rules of Solidarit\u00e9s International and its donors, ensuring proper filing in both electronic systems (Sharepoint and LINK) and hard-copy archives
\nMonitor and update PLs and Procurement Files (PFs)
\nClose all PFs
\nReporting\/Capitalization:<\/p>\n
Ensure the compilation of price lists and suppliers
\nEnsure the monitoring of PLs and inform purchase officers of the status of their orders
\nAbout You
\nEducation:
\nDegree in Logistics, Supply Chain Management, Business Administration, or a related field.
\nExperience:
\n1-3 years of experience in procurement or any related field
\nField based and humanitarian experience is appreciated
\nOther:
\nA high level of fluency in Tigrinya is a mandatory requirement for this role
\nOther local languages is an asset
\nEnglish proficiency is appreciated
\nSkills:
\n– Good understanding of supply chain processes, procurement, and inventory management. Ability to negotiate with vendors, manage purchase orders, and ensure compliance with procurement procedures.
\n– Highly organized with strong multitasking skills to handle multiple logistical functions (fleet, procurement and stock).
\n– Ability to prioritize and plan effectively to support timely operations.
