\nPurpose of the Role<\/p>\n
The Grant Finance Manager is responsible for managing financial operations, budgeting & accounting. The role ensures accurate, timely, and compliant financial reporting to the Ministry of Finance, EPHI management, and donors, and safeguards the proper use of public and donor funds in accordance with applicable financial laws, regulations, and manuals.<\/p>\n
Key Duties and Responsibilities<\/p>\n
Financial Management and IFMIS<\/p>\n
Oversee the efficient and effective utilization of approved budgets through IFMIS in line with annual plans and approved allocations.
\nMonitor expenditures against approved budgets to identify under- or over-utilization and take timely corrective actions within financial mandates.
\nReview, verify, and submit payment transactions for approval in accordance with approved financial procedures and authorization limits.
\nEnsure that all financial transactions are properly authorized, recorded, and documented within IFMIS.
\nMaintain the integrity, accuracy, and completeness of financial records and accounting data in IFMIS.
\nCompile list of VAT expenditure and the submit VAT reimbursement request to MoF.
\nCompliance and Internal Control<\/p>\n
Ensure full compliance with national financial proclamations, regulations, directives, and donor finance manuals.
\nEstablish, implement, and regularly review internal control systems to promote transparency, accountability, and effective financial management.
\nEnsure compliance with local tax laws, including accurate calculation, deduction, and timely remittance of employee and statutory taxes.
\nBudget Management<\/p>\n
Support budget formulation, revision, and execution processes in accordance with approved financial frameworks.
\nMonitor budget utilization and prepare monthly budget utilization summaries.
\nPrepare Budget-versus-Actual (BVA) reports on a monthly and quarterly basis.
\nEnsure budget availability prior to approving financial commitments, payments, or procurement-related expenditures.
\nFinancial Reporting<\/p>\n
Prepare and review monthly financial reports generated through IFMIS and Peachtree to submit them to the Ministry of Finance & Donor in a timely manner.
\nReview general ledger balances, supporting schedules, and bank reconciliation statements to ensure accuracy and completeness.
\nPrepare internal financial management reports for EPHI management.
\nPrepare donor financial reports in line with approved budgets and reporting requirements.
\nPrepare year-end financial statements and statutory accounts with supporting schedules for audit purposes.
\nAudit and Assurance<\/p>\n
Facilitate internal and external audits by providing complete and accurate financial records and explanations.
\nCoordinate responses to audit findings and ensure timely implementation of audit recommendations.
\nProfessional Support<\/p>\n
Provide technical guidance and advisory support on financial management, risk management, and internal control matters within the finance function.
\nSupport continuous improvement of financial systems, reporting quality, and compliance standards.

\nJob Requirements<\/p>\n
Educational Qualification<\/p>\n
PhD\/MSc \/ MA \/ MBA \/ BA degree in Accounting and Finance, Management, Business Administration, or related fields.
\nWork Experience<\/p>\n
Minimum of\u00a014 years\u00a0of relevant experience for first-degree holders or 12\u00a0years\u00a0for postgraduate degree holders.
\nAt least\u00a05 years of hands-on experience with IFMIS\u00a0or equivalent government financial management systems.
\nProven experience in public sector financial management and donor-funded projects is highly desirable.
\nSkills and Competencies<\/p>\n
Strong analytical and financial reporting skills.
\nHigh level of accuracy and attention to detail.
\nAbility to work independently and under pressure.
\nExcellent written and spoken English.
