About the Role<\/p>\n
We are seeking an experienced MEL Specialist to lead JaRco\u2019s work with the Mastercard Foundation in Ethiopia. This role is highly strategic and developmental, focusing on strengthening evidence systems, fostering learning cultures, and advancing adaptive management practices among the Foundation\u2019s implementing partners.<\/p>\n
The Specialist will design and implement comprehensive Capabilities for Impact, Evidence, and Learning (CIEL) review process, ensuring that partners build sustainable MEL systems and embed adaptive learning into their operations.<\/p>\n

Key Responsibilities<\/p>\n
CIEL Review Design and Methodology<\/p>\n
Adapt the CIEL framework to the Ethiopian context.
\nDevelop standardized tools, protocols, and quality guidelines.
\nEngage stakeholders to ensure alignment and ownership.
\nCIEL Review Implementation and Facilitation<\/p>\n
Lead end-to-end implementation of CIEL reviews.
\nFacilitate inclusive participation and manage logistics.
\nCoordinate partner onboarding, self-assessments, document reviews, and validation workshops.
\nAnalysis and Reporting<\/p>\n
Synthesize findings across multiple data sources.
\nIdentify cross-cutting patterns and system-level insights.
\nProduce clear, evidence-based reports with actionable recommendations and visualizations.
\nAction Planning and Technical Assistance<\/p>\n
Co-develop practical action plans with partners.
\nProvide targeted technical support and facilitate peer learning.
\nTrack progress against agreed actions.
\nCapacity Building and Knowledge Management<\/p>\n
Develop training materials and document lessons learned.
\nStrengthen MEL and adaptive management practices.
\nBuild local capacity for long-term sustainability of the CIEL approach.
\nAbout You
\nEducation:\u00a0Master\u2019s degree in Monitoring & Evaluation, Development Studies, Economics, Public Health, Statistics, Social Sciences, International Development, or a closely related field.<\/p>\n
Experience<\/p>\n
Minimum 8 years of progressive MEL, learning, and adaptation experience.
\nExperience with donor-funded projects and reporting.
\nExpertise in participatory and developmental evaluation approaches.
\nPublished research or thought leadership in MEL, learning, or adaptive management.
\nExperience in consulting or research environments.
\nSkills and Competencies<\/p>\n
Strong English and Amharic skills.
\nDeep expertise in MEL systems design and implementation.
\nKnowledge of data quality frameworks and experience conducting reviews.
\nProficiency in data analysis and visualization tools (Excel, Tableau, Power BI, R, Python).
\nSkilled in qualitative research methods and analysis.
\nStrong writing and facilitation skills.
\nStrategic thinking, analytical rigor, stakeholder engagement, adaptability, integrity, and problem-solving.
