Consultancy for Democratic Governance Evaluation and Regional Index Development<\/p>\n
The Center for the Advancement of Rights and Democracy(CARD) is a board -led, non-profit organization registered in Ethiopia under the civil societies Law 1113\/2019 with registry number 4307. CARD acquired its legal personality in July 2019.<\/p>\n
CARD aspires to see Ethiopia where democratic culture flourishes on human rights values. It has been working with a mission to empower citizens and groups of citizens to ensure their ability to promote and defend human rights and build democratic governance in Ethiopia.<\/p>\n
One of Four CARD\u2019s programs is Governance and Democratization. Aiming to do analysis in progress of democratic governance in regional state governments of Ethiopia’s Federation Through consultative workshops in annual democratic governance progress.<\/p>\n
Therefore, CARD is seeking a qualified\u00a0consultant\u00a0to produce a\u00a0research and evaluation report\u00a0on\u00a0democratic governance\u00a0and\/or\u00a0democratic governance evaluation. The assignment will use data collected through:<\/p>\n
a\u00a0survey\u00a0based on\u00a0eight (8) democratic governance indicators, and
\nFGDs (Focus Group Discussions)\u00a0for qualitative evidence.
\nThe consultant will analyze both quantitative and qualitative data and produce a\u00a0regional index on democratic governance, with findings substantiated using both the survey indicators and FGD results.<\/p>\n
Objective of the Assignment<\/p>\n
To generate evidence-based conclusions on democratic governance performance at the regional level, by:<\/p>\n
analyzing survey results for the eight indicators,
\nsynthesizing FGD findings to explain and validate the survey results, and
\ncomputing and interpreting a regional democratic governance index.
\nScope of Work \/ Responsibilities
\nThe consultant will:<\/p>\n
2.1. Quantitative Data Analysis<\/p>\n
Analyze the survey dataset using the\u00a0eight (8) indicators.Produce results disaggregated as needed (e.g., by region, and other relevant breakdowns).
\nSummarize indicator trends and key statistical findings.
\n2.2 Qualitative Data Analysis (FGDs)<\/p>\n
Review and code\/summarize FGD notes\/transcripts.Identify themes, explanations, and perceptions that support, contextualize, or challenge the quantitative findings.
\nExtract relevant quotations or paraphrased evidence from FGDs.
\n2.3 Index Development and Computation<\/p>\n
Apply CARD\u2019s DGI methodology for constructing the\u00a0regional democratic governance index\u00a0from the eight indicators.Perform the necessary computations\/aggregation steps and ensure the index methodology is clearly described.
\nProduce regional index outputs
\n2.4 Report Writing and Interpretation<\/p>\n
Write a complete report integrating:quantitative analysis results,qualitative FGD synthesis, and
\nthe interpretation of regional index results.
\nEnsure conclusions are supported by the indicator evidence and substantiated by FGD findings.
\n2.5 Sharing finding<\/p>\n
Present findings to CARD and relevant stakeholders in a clear and professional manner
\nRespond to feedback and clarify methodological or analytical issues during presentation sessions
\n2.6 Quality Assurance<\/p>\n
Ensure the report is consistent, well-structured, and grounded in the provided data.Present findings in a clear and stakeholder-friendly format
\n2.7 Confidentiality and Data Protection<\/p>\n
