Essential Responsibilities<\/p>\n
Under the supervision of the deputy General Coordinator, the MEAL and GRANT Advisor is responsible for providing strategic leadership and technical oversight for the design, implementation, and strengthening of the Mission\u2019s Monitoring, Evaluation, Accountability, and Learning (MEAL) system. The MEAL and Grant Advisor is also responsible for drafting the various project proposals, in liaison with the technical teams and potential partners. He will be responsible for reporting on all projects, for programmatic and technical monitoring of donor requirements, and for coordinating report writing within the Mdm team. be responsible for all MEAL and GRANT related program activities including data and information collection, analysis, formulation of quality reports and sharing.<\/p>\n
The MEAL and GRANT Advisor ensure high-quality program implementation through quality narrative proposal and reporting, deep knowledge of donors compliances, robust MEAL frameworks, strong data systems, effective accountability mechanisms, enabling evidence-based decision-making and continuous program improvement.<\/p>\n
Donor & GRANT participation<\/p>\n
Ensure the update of the Grants Tracker every month and disseminate all the needed information related to proposals and reporting aspects (deadlines, main information) to the mission
\nFamiliarize the entire mission with the donor guidelines and disseminate them, with the support of the Deputy Genco in charge of programs
\nContribute to donors reports and proposals \u2013 in collaboration with Operations, Finance and Program units, and under the supervision of the Deputy Genco in charge of programs
\nEnsure optimum harmonization of donor indicators for all the proposals
\nEnsure full compliance with donor visibility and branding requirements (e.g., ECHO\/EU and other donors).
\nProvide technical guidance to field teams on visibility standards, including correct use of logos and wording.
\nReview and validate all visibility materials (signboards, IEC materials, reports, communication outputs).
\nConduct field verification to ensure visibility requirements are properly implemented.
\nEnsure visibility is integrated into program planning, implementation, and monitoring.
\nReporting and Coordination<\/p>\n
Manage appropriate coordination and communication within the line managed team and with other departments.
\nContributes to internal and external reporting
\nLiaise with external stakeholders (donors, I\/NGOs, UN agencies, etc.) for aspects related to quality and learning systems as per program needs
\nSupport country mission in the coordination and writing of donor reports
\nEnsure timely submission of reports to HQ
\nEnsure adherence to donor deadlines, including developing and disseminating timelines for relevant staff
\nFollow up mission-level reporting and ensure that documents are submitted on time
\nSupport the Deputy Genco in Charge of Programs by taking the lead in the writing of certain parts of the reports and help in the compilation of the different contributions
\nWork in close collaboration with the medical, logistics and finance departments, to ensure consistency among the different aspects of the reports
\nAct as a focal point for reporting related queries, e.g., templates and compliance
\nShare reporting templates, compile and develop timely quarterly and annual reports
\nTechnical Support and MEAL System Strengthening<\/p>\n
Provide advanced methodological and technical support to programming teams on MEAL components, including M&E framework design,\u00a0Indicator Performance Tracking Tables (IPTTs), log frames, and indicator tracking systems.
\nLead the design, harmonization, and continuous improvement of MEAL systems, tools, and databases at mission level, including platforms such as\u00a0Moni tool\u00a0and other internal data management systems.
\nStrengthen digital data collection and management systems using tools such as\u00a0Kobo Toolbox.
\nEnsure standardization of data collection methodologies and tools across all projects and field locations.
\nIntegrate cross-cutting priorities (gender, protection, AAP, disability inclusion, do-no-harm, community participation) into all MEAL systems and tools.
\nDevelop and maintain SOPs for monitoring, data management, reporting, and accountability systems.
\nEnsure effective implementation and monitoring of Feedback and Complaint Response Mechanisms (FCRM).
\nPromote institutional learning through documentation and dissemination of lessons learned and best practices.
