The selected vendor\/consultant is expected to demonstrate the following technical and professional competencies:<\/p>\n
Technical Competencies<\/p>\n
Proven expertise in designing and developing\u00a0web-based management information systems (MIS)\u00a0preferably within the legal, justice, or social service sectors.
\nStrong experience in\u00a0full-stack software development, including modern frontend frameworks (e.g., Angular, React, Vue) and backend technologies (e.g., Node.js, Django, or similar).
\nDemonstrated capacity in\u00a0database design and management, particularly with relational databases such as PostgreSQL or MySQL.
\nExperience in developing\u00a0offline-capable applications\u00a0(e.g., Progressive Web Applications or mobile applications with synchronization features).
\nProficiency in\u00a0API design and integration, enabling interoperability with external systems.
\nStrong knowledge of\u00a0system security best practices, including data encryption, authentication mechanisms, and role-based access control.
\nExperience in implementing\u00a0data visualization and dashboard tools\u00a0for reporting and monitoring purposes.
\nFamiliarity with\u00a0version control systems\u00a0(e.g., Git) and modern software development practices.<\/p>\n
Functional & Domain Competencies<\/p>\n
Understanding of\u00a0case management workflows, preferably in legal aid, justice systems, or humanitarian\/development contexts.
\nExperience working with Civil Society,\u00a0NGOs, government institutions, or donor-funded projects\u00a0is highly desirable.<\/p>\n
Ability to translate operational requirements into\u00a0practical and user-friendly system features.
\nAwareness of\u00a0data protection, confidentiality, and ethical considerations\u00a0when handling sensitive personal and legal data.<\/p>\n
Project Management & Delivery Competencies<\/p>\n
Demonstrated ability to manage\u00a0end-to-end system development projects, including planning, execution, testing, and deployment.
\nStrong\u00a0documentation skills, including the preparation of technical documentation, user manuals, and training materials.
\nExperience in conducting\u00a0user training and capacity building\u00a0for non-technical stakeholders.
\nAbility to deliver within agreed timelines and maintain\u00a0clear communication and reporting\u00a0throughout the project lifecycle.
