IC-National Consultant to Rollout the Climate Budget Tagging and Tracking System
Brief Summary
We are seeking a highly skilled and experienced IC-National Consultant to lead the rollout of the Climate Budget Tagging and Tracking System in Ethiopia. The successful candidate will work closely with government agencies, development partners, and other stakeholders to ensure the effective implementation of the system, which aims to enhance transparency, accountability, and effectiveness in climate change financing. The consultant will provide technical expertise, build capacity, and facilitate coordination among relevant parties to achieve the project’s objectives.
Key Responsibilities
- Lead the rollout of the Climate Budget Tagging and Tracking System, ensuring its alignment with national climate change priorities and development goals
- Conduct stakeholder analysis, mapping, and engagement to identify key partners, their roles, and responsibilities in the implementation of the system
- Develop a detailed rollout plan, including timelines, milestones, and resource requirements, in consultation with relevant stakeholders
- Provide technical assistance and capacity-building support to government agencies, development partners, and other stakeholders to ensure their effective participation in the system
- Facilitate coordination and collaboration among stakeholders, including regular meetings, workshops, and training sessions, to ensure the system’s smooth operation and sustainability
- Develop and implement a monitoring and evaluation framework to track the system’s performance, identify challenges, and recommend corrective actions
Requirements
- Master’s degree in Environmental Economics, Climate Change, Public Finance, or a related field from a recognized Ethiopian university or a reputable international institution
- At least 5 years of experience in climate change, public finance, or a related field, with a proven track record of working with government agencies, development partners, and other stakeholders in Ethiopia
- Strong knowledge of climate change issues, policies, and financing mechanisms in Ethiopia, as well as international best practices in climate budgeting and tracking
- Excellent technical, analytical, and problem-solving skills, with the ability to interpret complex data and develop practical solutions
- Proven experience in stakeholder engagement, capacity building, and facilitation, with excellent communication, interpersonal, and teamwork skills
- Fluency in English and Amharic is required; knowledge of other local languages is an asset
- Ability to work independently and as part of a team, with a strong commitment to delivering high-quality results and meeting deadlines
